【摘要】:ISO(theInternationalOrganizationforStandardization)andIEC(theInternationalElectrotechnicalCommission)formthespecializedsystemforworldwidestandardizationNationalbodiesthataremembersofISOorIECparticipateinthedevelopmentofInternationalStandardsthroughtechnicalcommitteesestablishedbytherespectiveorganizationtodealwithpadicularfieldsoftechnicalactivity.ISOandIECtechnicalcommitteescollaborateinfieldsofmutualinterestOtherinternationalorganizations,governmentalandnon-governmental,inliaisonwithISOandIEC,alsotakepartinthework.Inthefieldofinformationtechnology,ISOandIEChaveestablishedajointtechnicalcommittee,ISO/IECJTC1.InternationalStandardsaredraftedinaccordancewiththerulesgivenintheISO/IECDirectives,Part2.ThemaintaskofthejointtechnicalcommitteeistoprepareInternationalStandards.DraftInternationalStandardsadoptedbythejointtechnicalcommitteearecirculatedtonationalbodiesforvoting.PublicationasanInternationalStandardrequiresapprovalbyatleast75%ofthenationalbodiescastingavoteAttentionisdrawntothepossibilitythatsomeoftheelementsofthisdocumentmaybethesubjectofpatentrights.ISOandIECshallnotbeheldresponsibleforidentifyinganyorallsuchpatentrightsAmendment3toISO/IEC21000-5:2004waspreparedbyJointTechnicalCommitteeISO/IECJTCf,informationtechnology,SubcommitteeSC29,Codingofaudio,picture,multimediaandhypermediainformation.
